Because North Carolina minded it's own business, it didn't pay much attention to the pirates. One of the pirates was Blackbeard. He made himself look creepy, by hanging smoking ropes in his hat, and he braided his beard. He probably burned himself once or twice. People were also scared of other pirates too, like Anne Bonney, but no one was as known as Blackbeard.
